Bill graduated from the University of Texas System, Austin with a B.A. – Bachelor of Arts in Economics, 1965 and received his Doctor of Jurisprudence/Juris Doctor from South Texas College of Law. He is a member of the Cherokee County Bar Association, the Texas Criminal Defense Lawyers Association for 20 years. Bill sat on several Church Boards, spent 8 years as a Board Member of the Blue Bonnet Youth Ranch.

In 1986, Bill was given the Key to the City of New Orleans. He was also honored with the Jurisprudence award in “Constitutional Law” from South Texas College of Law.
