Born on October 4, 1951 in Washington, D.C., Attorney R.E. “Tuck” Duncan’s legal journey began after graduating law school. He swiftly rose through the ranks, serving as the Secretary and Chief Counsel of the Kansas Board of Tax Appeals from ’76-’78, Assistant Attorney General of the Kansas Alcoholic Beverage Control from ’79-’81, and Assistant City Attorney of the City of Topeka, Kansas from ’81-’83.

In 1983, he embarked on his own private legal practice, where he has excelled ever since. Currently practicing in Kansas, Mr. Duncan is admitted to practice in various courts, including the Kansas federal district court, circuit courts of appeal, and even the United States Supreme Court.

In addition to his impressive legal career, Mr. Duncan is a sought-after speaker. He has delivered numerous presentations on the 21st Amendment of the U.S. Constitution and beverage alcohol laws at esteemed organizations such as the National Conference of State Liquor Administrators, National Alcohol Beverage Control Association, and the National Conference of State Legislatures.  Furthermore, Mr. Duncan generously serves as Judge pro tem for domestic violence matters in the Third Judicial District of Kansas.

With over 30 years of experience, Mr. Duncan is a trusted advocate in the beverage alcohol industry. He represents national and state restaurant chains, bars, and liquor retailers, providing expert assistance with licensing and license renewals.
