Born in Jerusalem, Vivian R. Khalaf obtained her B.A. degree from the University of Illinois at Chicago in 1987 and her J.D. from Illinois Institute of Technology, Chicago-Kent College of Law in 1991. Ms. Khalaf is fluent in the Arabic language and represents a multitude of individuals and corporate clients from various regions in the Middle East. She has resided in both Palestine and Jordan and travels to the region on a regular basis.
Ms. Khalaf is a member of the Illinois bar and the United States District Court–Northern District of Illinois.
Vivian R. Khalaf is one of five women leading four class action suites named Doe v. Trump. In this class-action federal lawsuit filed in Illinois, the John Doe plaintiff is married to an immigrant who pays taxes and files tax returns. Doe qualifies for the $1,200 check, but he is not in the military and he files jointly with his wife.
The CARES Act Decrees Certain American Citizens Married to Noncitizens are Ineligible from Receiving the $1,200 Stimulus Relief Checks. The class action lawsuit is based upon the defendant’s unconstitutional deprivation of the rights, privileges, benefits and /or protections, provided to the United States Citizens, via the enactment and enforcement of the S. 348-Coronavirus Aid, Relief, and Economic Security Act.
The lawsuit has been filed challenging the rule, Doe civil rights were violated by punishing “certain United States citizens” and their children from receiving the stimulus checks for the sole reason of who they chose to marry.
Vivian R. Khalaf, one of the lead attorneys in the class action suit, spoke with The Boston Globe emphasizing the biased treatment of U.S. citizens by the government. She says, “It’s a narrow, discriminatory policy that has no sensible rationale.”
