David S. Dessen is the Managing Partner of Dessen, Moses & Rossitto. He maintains a practice in complex litigation, both civil and criminal, at the firm’s Willow Grove, Pennsylvania office. Mr. Dessen was admitted to the Bar of the Supreme Court of Pennsylvania. He is also admitted to practice before the United States Supreme Court, the Third Circuit Court of Appeals, the Court of Appeals for the District of Columbia and the United States District Courts for the Eastern, Middle and Western Districts of Pennsylvania and the District of Columbia.
Some of Mr. Dessen’s more unique cases involved his representation of a psychologist seeking to collect about $2,400 in unpaid bills from an automobile insurance company. Relying on some unusual facts in that case, David was able to convince a jury to render a verdict in his client’s favor for over $600,000. David also defended the owners of a small ambulance service in a False Claims Act lawsuit brought by the U.S. Attorney in which the Government sought over $400,000 as the result of alleged fraudulent billings submitted to Medicare. His investigation disclosed facts that he was able to use as the basis of a lawsuit against the Medicare Carrier which ultimately persuaded the Government to withdraw its False Claims lawsuit and pay his clients over $100,000 previously withheld by the Carrier.
Mr. Dessen attended Marietta College and obtained his Juris Doctorate from the Temple University School of Law in 1973. Mr. Dessen obtained a Masters of Law degree in Trial Advocacy from Temple in 1994. He is a member of the American Prepaid Legal Services Institute and a former member of its Board of Directors. He has lectured extensively throughout the country on various topics, ranging from insurance to the delivery of legal services to large groups. He acts as a consultant for attorneys and law firms that are servicing prepaid and group legal plans, as well as a consultant for unions and other groups that are interested in organizing such plans.
David S. Dessen has been recognized as a “Pennsylvania Super Lawyer”. He completed RAC Certificate Program offered by the Medicare-Medicaid Payment Summit in 2012.
