Mr. Rosen founder of The Law Office of Harold I. Rosen, has practiced nationally and internationally in the construction law field for over 45 years. He is admitted to practice law by the state of Pennsylvania, 1968, the District of Columbia, 1970 and Maryland, 2000. Mr. Rosen represents contractors, subcontractors, engineers and owners in contract matters, including contract negotiation, bidding issues, audits and cost principles, claims and disputes and litigation. He practices before government agencies (federal, state and local), in the courts and before administrative boards. His practice includes representation in arbitration and mediation proceedings and also serves as a mediator.

Mr. Rosen is a graduate of George Washington University receiving his Bachelor of Business Administration (B.B.A.), advanced law certification in procurement law (LL.M.) and Juris Doctorate (J.D.). He is a member of the District of Columbia Bar Association, the American Bar Association and the Society of American Military Engineers (serving as General Counsel for the past 20 years). He has authored numerous publications in his field of practice, including “The Determination of Equipment Ownership Expense Under Federal Government Contracts, and “Comparison of Standard Form General Conditions, ” Construction Briefings 91-13, December, 1991.

Mr. Rosen is a member of the Board of Directors of the Society of American Military Engineers and also member of the Board of SAME Foundation. He is a recipient of the Golden Eagle Award from the Society of American Military Engineers, recognizing his outstanding lifetime achievements on behalf of the engineering profession.

Mr. Rosen is the proud father of two children, Dr. Allison Rosen and Arthur Rosen and two grandchildren.
