Mr. Owen James Clements is Chief of Special Litigation at San Francisco City Attorney’s  Office is the legal counsel for the elected officials and approximately 100 departments, boards, commissions and offices that comprise the City and County of San Francisco’s government. They have more than 20 legal teams with broad legal expertise that provide top-notch legal representation for a diverse client group.

Mr. Owen James Clements has been practicing law since 1989. He has handled cases in Antitrust & Trade Law , but focuses on Consumer Protection. Owen is proud of working for the City Attorney’s Office of San Francisco. He was a part of a multi-jurisdictional legal team of Lawyers that won a $409 million judgement against Sherwin Williams and others in a lead paint case, it was a judgment against three paint manufacturers for knowingly creating a public nuisance in California by selling lead-based paint for years before it was finally banned in 1978.

Mr. Clements graduated from the Massachusetts Institute of Technology with a S.B. (1984) and received his J.D. magna cum laude from Harvard University Law School (1987). He has been a Board Member of the Giffords Law Center for 20 years. Mr. Clements won a 2014 Trial Lawyers of the Year honor for Public Justice, from one of the nation’s pre-eminent public interest law firms for victims of corporate abuse and received an Appellate Advocacy Award from the County Counsel Association.
