Ms. Hills also concentrates her practice in the representation of village and town legislative, planning, zoning, and assessment review boards involving: drafting of local laws and resolutions; drafting policies; drafting public works, purchase and service contracts; bid packages and RFPs for goods and services; drafting inter-municipal agreements relative to service sharing and consolidation efforts; advising on employment disciplinary matters; advising on water, sewer, and drainage infrastructure development and repairs; advising on open meetings, public officers, and purchasing and procurement matters; conducting public meetings and hearings; prosecuting unsafe building and code violation cases, as well as village and town code infractions; advising relative to SEQRA review and comprehensive planning procedures; and advising as to dissolution and annexation proceedings.
Ms. Hills received her JD from Syracuse University College of Law, her BS from Syracuse University College of Human Services & Health Professionals, and her BA from Syracuse University College of Arts & Sciences. She is on the Board of Directors for Home Headquarters, Inc., and is a member of the New York State Bar Association, the Onondaga County Bar Association; the New York State Conference of Mayors and Public Officials, and the New York State Association of Towns.
